The third installment of coronavirus lockdown has given the permission to most of the commercial and private establishments in red zones to open up. Business ventures that are based upon print and electronic media, it and it enabled services, data and call centres, cold storage and warehousing services, private security, and facility management services, and services provided by self employed persons except for barbers are allowed two function as they were.
The long term 3.0 will be set in action on May 4th. The Indian government has decided to extend the countdown for 2 more weeks which means the long will continue from May 4th tell May 17th. However things are quite different this time, as the government has decided to move toward district wise zone classification system. The Indian lands will be divided into three zones i.e. red, orange, and green. These zones are highly based upon covid-19 risk profiling.
The first ever lockdown was announced by Prime minister Narendra Modi on March 24 and it was extended till May 3rd.
The Indian Union Health Ministry stated that “there 130 red zones in the country with maximum of 19 in Uttar Pradesh, followed by 14 in Maharashtra, as of 1st May. The number of foreign zones was 284 and green zones was 319.

Green Zones: these zones are defined as the ones that have zero confirm cases of coronavirus in the past 21 days.
Red Zones: these zones are considered to be the most affected zones of covid-19. Over here, the government has witnessed double dup rates of confirmed cases.
Orange Zones: the areas that are neither recognised as green or red will be called orange zones.
The central government has given state governments and union territory admissions responsibility to classify additional district as red orange zones. However, both states and union territory associations cannot load the zone classifications of any district.
Entertainment zones have also been made and will be demarcated with red and orange zones by district administration. In order to demarcate the containment zones, administrations have to look into the following aspects.
- Mapping of cases and contacts
- Geographical dispersion of cases
- Contacts
The boundary of a containment zone could be a residential colony, mohalla, municipal wards municipal zones, gram Panchayat, a cluster of villages, and more.
Following are some of the activities that are prohibited in all zones:
- Domestic and international air travel of passengers, except for those who are of medical services, air ambulance, and security purposes are permitted by MHA.
- All passenger movement by trains
- Inter state buses for public transport
- Metro rail services
- Interstate travel of individuals except for medical reasons
- All schools, colleges, training institutes, and universities are supposed to be shut down
- Hospitality services like hotels and restaurants will remain shut
- Places that are prone of large gathering like gyms, malls, bars, clubs, and religious places to remain shut
- Marriage gathering should ensure social distancing the maximum number of guest shall not be more than 50
- Speak in public will be a punishable offence

What is Allowed Outside Containment Areas of a Red Zone (with restrictions)
In Urban Areas
The government has allowed the movement of people and vehicles for permitted activities. Other than that, industrial establishments like SEZs, manufacturing of essential goods like drugs, medical devices, and manufacturing of IT hardware.
Shops in your neighbourhood or residential complexes are allowed to function. E-Commerce activities for essential goods have been approved and gravitas offices are set to function normally but with only 33% of strength.
most commercial private establishment have been allowed to open in the red zones which includes print and electronic media, data and call centres, warehousing services, facility management services.
In Rural Areas
All industrial activities along with shops except shopping malls, animal husbandry, plantation activities, Health services, financial sector including banks are permitted to function as usual while keeping social distancing in mind. Barber shops are still not allowed to open.
Orange Zones
Permitted Activities: taxi services are permitted but there has to be two passengers only. The government has allowed inter district movement of people and vehicles who have proper permits. Four wheelers are also permitted but there has to be only two passengers with a driver.
Prohibited Activities: the government has put stop on inter and intra district movement of buses except for those who are permitted by MHA.

Green Zones
Permitted Activities: all activities are allowed except those that are prohibited throughout the country. Buses are allowed to operate but only with 50% capacity. barber shops and salons are located in green and orange zones are allowed to open from Monday onwards. Liquor sale is allowed in green, orange, and red zones only if the shop is not located in markets or malls. Liquor shops it is highly recommended for customers to maintain minimum of 6 feet distance from each other and also ensure that there are no more than five person present at one time at the shop.
Moreover, the Indian government has allowed the proper functioning of OPD and medical clinics in red, orange, and green zones with social distancing norms. It has been strictly announced that those who refused to comply with any direction with regards to the lockdown guidelines will be punished with imprisonment for a term which may extend to a year.
